Reforming ID and Pre-employment Checks in the NPY Region: A Progress Overview

The ID and Pre-employment Check Progress Report – June 2022 outlines a critical reform effort driven by Empowered Communities and Remote Strategy Plus to address systemic barriers faced by Anangu in the Ngaanyatjarra, Pitjantjatjara, and Yankunytjatjara (NPY) region.

Originally sparked by the urgent need to support Anangu into employment, this work has evolved into a broader campaign to understand and reform how identity and pre-employment checks affect a person’s entire life—from birth to death. The report highlights the complexity of obtaining ID, the time and cost burdens placed on individuals and organisations, and the emotional toll of navigating fragmented and inconsistent systems across jurisdictions.

A systemic, whole-of-life approach is being taken to better map processes, uncover barriers, and document workarounds used by communities. The aim is not just to streamline access to ID and employment but to open broader pathways for justice, dignity, and opportunity.

This progress report captures the results of collaborative mapping, thematic analysis, and a stakeholder workshop. It lays the groundwork for future reform, including centring Anangu voices, supporting digital equity, and advocating for legislative and policy changes.
