Our Approach

Key Principles

Our work is grounded in the foundations of Aṉangu life: Tjukurpa (law), Walytja (family), Manta (land) and Wangka (language). 

Through extensive community consultation, Aṉangu across all communities in the NPY region have clearly shared their priorities and concerns.

These priorities form the cornerstone for our work, which we are advancing in close collaboration with Aṉangu families, local communities, service providers and Government.

Development

We define development as expanding the social, economic, and cultural choices available to individuals, while fostering greater self-reliance, capability and opportunity. Our goal is to close the gap and improve outcomes for Aṉangu–now and in the future–creating a positive, sustainable environment for communities to thrive.

Empowerment

Empowerment means amplifying Aṉangu-led rights, recognition, opportunities and agency. It’s about providing more avenues for Aṉangu to lead decision-making, take ownership, and shape their families' futures.

Productivity

Productivity refers to the efficient and effective design, delivery, and evaluation of the programs and services in Aṉangu communities. Our aim is to reduce duplication, maximise impact, and ensure that the investments made in the region deliver meaningful and lasting outcomes.

Aṉangu-led Decision Making

Collaborative processes where Aṉangu and partners make shared decisions on policies, programs, and priorities affecting their communities.
Aṉangu-led decision making is at the heart of everything we do. We are committed to supporting Aṉangu to have a strong voice in shaping the priorities, services, and funding that affect their lives. Through structures like Joint Decision-Making process, Aṉangu leaders from across the tristate region guide how government investment is allocated and how services are delivered. This ensures greater accountability, transparency, and impact for communities. Our Regional Development Roadmap and Regional Investment Strategy are designed to embed Aṉangu leadership at every stage—from identifying community priorities to assessing outcomes—so that Aṉangu are not just participants, but decision-makers shaping a future for their communities that is culturally grounded, community-driven, and led by their own values and aspirations.

Capability Building

Strengthening skills and system methodologies to ensure Aṉangu are leading, participating in and understanding community and regional decision-making.

Kulintja Kutju partners with Aṉangu-led organisations across the NPY Lands to strengthen local capability, build confidence, and support community-driven solutions. Aangu have deep cultural knowledge and strong community leadership, however, they face challenges accessing funding, navigating complex systems, and sustaining programs.

Kulintja Kutju provides support to build skills to help shift decision-making power back to communities. Our goal is to enable Aṉangu to design, lead, and deliver initiatives that reflect their priorities, values, and aspirations for the future.

Change & Innovation

We’re creating the conditions for long-term systems change by supporting locally led solutions, ensuring Aṉangu leadership drives lasting impact across policy, services, and community outcomes.

Grounded in Aangu values—Tjukurpa (law), Walytja (family), Manta (land), and Wangka (language)—our work focuses on community-led innovation and lasting systems change. We partner with Aangu to co-design solutions, test new ideas, and adapt based on what we learn. By challenging the status quo and transforming how governments engage with communities, we’re shifting decision-making power and embedding Aangu leadership at the heart of policy and service design.

Tristate Coordination & Regional Investment Strategy

We’re working with all levels of government to align investment across the tristate region, with Aṉangu guiding funding decisions through a shared, coordinated approach.

Aṉangu communities in the NPY region face ongoing challenges such as limited employment opportunities, high living costs, and fragmented government service delivery. To respond, Kulintja Kutju is developing a Regional Investment Strategy that puts Aṉangu voices at the centre of funding decisions. This strategy aims to coordinate funding across all levels of government and sectors, ensuring services are culturally appropriate and drive real outcomes for communities.

We’re working closely with the Commonwealth Government and the South Australian, Northern Territory, and Western Australian governments to align funding efforts across the tristate region. By partnering across jurisdictions, we aim to create a shared, transparent pool of investment that Aṉangu can guide through our Joint Decision-Making Process. The long-term aim of this initiative is the creation of a regional pooled investment model, expenditure from which will be guided by the Regional Development Roadmap as it matures. Together with governments, service providers, and local leaders, we are building a unified approach that ensures investment is targeted, effective, and led by the people it’s meant to support.
